In a Senate hearing on Tuesday, Sam Altman, the CEO of OpenAI, the artificial intelligence (AI) company behind ChatGPT, emphasized the necessity of government intervention to address the potential risks associated with increasingly powerful AI systems.

Altman acknowledged the public’s concerns about the transformative impact of AI technology and stated that OpenAI shares those concerns.

Altman proposed the establishment of a regulatory agency at either the national or global level, tasked with licensing the most potent AI systems and possessing the authority to revoke licenses if safety standards are not met. He emphasized the importance of compliance with safety measures to ensure the responsible deployment of AI technology.

While comprehensive AI legislation like the ones being pursued by European lawmakers is not immediately forthcoming in the United States, the societal concerns prompted Altman and other tech CEOs to meet with the White House earlier this month. U.S. agencies have also pledged to address harmful AI products that violate existing civil rights and consumer protection laws.

Senator Richard Blumenthal, Chairman of the Senate Judiciary Committee’s subcommittee on privacy, technology, and the law, opened the hearing with a prerecorded speech. The speech, generated using a voice clone trained on Blumenthal’s previous floor speeches and crafted by ChatGPT, impressed attendees.

However, Blumenthal raised concerns about potential misuse of the technology, highlighting the risks of AI-generated endorsements of unfavorable political actions or leaders.

Senators’ questioning during the hearing remained courteous, diverging from past congressional hearings that subjected tech and social media executives to intense scrutiny over data privacy mismanagement and misinformation. Democrats and Republicans alike expressed interest in seeking Altman’s expertise to proactively address emerging challenges.

Blumenthal suggested that AI companies should be obliged to test their systems and disclose known risks before their release. He expressed particular concern about the potential destabilization of the job market caused by future AI systems. Altman largely agreed, although he maintained a more optimistic perspective on the future of work.

When asked about his worst fear regarding AI, Altman refrained from providing specific examples but highlighted the potential for the industry to cause “significant harm to the world.” He suggested that a regulatory agency should be established to impose safeguards against AI models that could self-replicate and manipulate humans, thereby hinting at futuristic concerns.

OpenAI, founded by Altman and backed by tech billionaire Elon Musk in 2015, has transitioned from a nonprofit research lab focused on safety to a commercial enterprise. The company’s popular AI products include DALL-E, an image-maker tool. Microsoft has made substantial investments in OpenAI and integrated its technology into various products, including the Bing search engine.

Altman plans to embark on a global tour this month, engaging with policymakers and the public in national capitals and major cities across six continents to discuss AI technology. Prior to his Senate testimony, Altman dined with several U.S. lawmakers, many of whom expressed admiration for his comments.
